In a major strategic realignment, General Order 2026‑25, signed yesterday by Dan Driscoll, Secretary of the Army, officially assigns the Enterprise Cloud Management Agency (ECMA) under U.S. Army Cyber Command (ARCYBER) and renames it as the Enterprise Cloud Management Activity. The order reassigns ECMA, along with its personnel and resources, from the Headquarters, Department of the Army Chief Information Officer (CIO) to U.S. Army Cyber Command in Fort Gordon, Georgia, with all personnel and resources remaining at their current duty locations to ensure continuity of operations.

This organizational transition marks a significant milestone in the Army’s modernization journey, strengthening ARCYBER’s role in securing, governing, and operationalizing the service’s digital terrain. By integrating enterprise cloud management directly under ARCYBER, the Army ensures unified oversight of both cyber defense and cloud infrastructure, critical components of maintaining global information superiority.

The newly designated Enterprise Cloud Management Activity continues to serve as the Army’s enterprise service provider for managed services, platforms, and cloud capabilities, hosting essential business and tactical systems, including the General Fund Enterprise Business System (GFEBS) and Net Warrior. Operating the service’s premier enterprise cloud ecosystem, cARMY, ECMA supports a vast digital footprint across Amazon Web Services (AWS), Microsoft Azure, and Google Cloud Platform (GCP), enabling secure, synchronized operations from enterprise systems to tactical edge environments.

With the migration of massive tactical and business systems to the cloud, securing the digital perimeter remains paramount. ECMA is advancing a Zero Trust Architecture (ZTA) model to counter modern cyber threats and diverse tenant environments. This approach embeds continuous performance monitoring and cyber observability into every workload and network device ensuring defensive cyber tools are integrated from day one.

Leadership continues to focus on modernization priorities, including expanding the number of supported landing zones for rapid tactical deployment, optimizing the Army’s cloud footprint to reduce total cost of ownership, and implementing near‑real‑time financial management systems for transparency and fiscal accountability.
