H2F System Update (Facilities): Building the Infrastructure for Readiness

The physical heart of the Holistic Health and Fitness (H2F) System is the Soldier Performance Readiness Center (SPRC). Far more than a standard gym or military medical clinic, the SPRC is a unit-owned, specialized performance training center designed for immersive, integrative physical and mental conditioning. Staffed by certified H2F performance professionals, each HPT and area support team is authorized a 43,189-square-foot footprint to execute daily, targeted training.

To maximize operational throughput, the SPRC is managed much like a tactical training range. Rather than functioning as an open-recreation facility or an Army fitness testing site, units schedule and rotate into the SPRC throughout the duty day. Each rotation is systematically led and guided by an HPT member, ensuring that every session delivers focused H2F education, injury reconditioning, and athletic development.

Historically, securing permanent SPRC infrastructure was a major hurdle. Funding was largely reliant on unpredictable end-of-year excess budget requests, and early centralized funding attempts were frequently reallocated before execution. Consequently, between FY20 and FY25, only two permanent SPRCs and one partial SPRC were funded to support U. S. Army Transformation and Training Command, or T2COM.

FY26 marks a major milestone for the H2F System. The Headquarters, Department of the Army (HQDA) provided dedicated, fenced funding specifically to support SPRC design and construction. Using the H2F budget, resources are now consistently available to execute facilities sustainment, restoration, and modernization (FSRM) repair, conversion, and design projects. As of Aug. 1, H2F funded 18 FSRM design projects, which include nine Western Hemisphere Command (WHC), one U. S. Army Europe-Africa (USAAREUR-AF), one U. S. Army Pacific (USARPAC), and seven T2COM requirements. Additionally, H2F funded five FSRM construction projects supporting three WHC, one USARPAC, and one U.S. Army Space and Missile Defense Command requirements.

The SPRC Experiment (SPRC-X), is a full sized SPRC using unconventional construction materials to achieve a permanent structure under the minor military construction funding threshold. The SPRC-X pilot projects gained traction with Army senior leaders, dedicating funds to support design and construction. U. S. Army Corps of Engineers designated its Fort Worth District (Texas) to centrally manage SPRC-X minor military construction projects. Four pilot projects at Joint Base Lewis-McChord, Washington; Fort Drum, New York; Fort Bragg, North Carolina; and Fort Benning, Georgia, have awarded designs this fiscal year with construction planned in FY27.
