Intel-backed plan brings a low-cost, edge-computing broadband network to Bellflower, with a template for 50 U.S. cities

Bellflower Connect is set up as a municipal-private partnership that uses solar-powered wireless hardware, local (edge) processing, and AI security to expand affordable internet access. Organizers say the same blueprint is designed to scale to additional communities under 150,000 residents.

Bellflower, Calif., a suburb about 25 minutes from Los Angeles with roughly 75,000 residents, is rolling out a new municipal broadband effort aimed at people who have been priced out or underserved by traditional telecom networks. Intel says the program, Bellflower Connect, is intended to address “cellular blind spots and high telecom costs” that have left vulnerable residents relying on ad hoc connectivity, such as paying bills only when they can reach public internet locations or using limited cellular data to get medical updates.

The project is being built around a public-private approach that Bellflower leaders moved quickly to put in place. Intel’s newsroom account says the city waived standard permit charges, allowed reception towers to be sited on public buildings, and bypassed lengthy request-for-proposal steps. That speed helped partner Tradewinds Networks enter a long-term revenue-sharing arrangement with the city.

Funding for the initial deployment combines public and private money. Intel says the structure uses a $1 million municipal transportation grant alongside $2 million contributed by Tradewinds, with revenue shared back to the community as part of the contract. The program also includes workforce development, with local students trained to become certified wireless broadband technicians.

At the center of the technical plan is a private wireless network that Intel describes as solar-powered micro-servers paired with Intel Xeon processing and cybersecurity “at the edge.” Intel’s write-up contrasts this with the way conventional cellular and wireless services send data to faraway cloud data centers, a path that requires substantial power and infrastructure. The company says Bellflower Connect avoids that cloud round-trip by processing data locally, reducing power draw, space needs, and cost.

Intel says the deployment uses a fleet of 80 slim solar towers and repeaters placed around town. For backhaul and local computing, those towers connect to central locations where compact Dell PowerEdge XR8000 series servers run a 4th Generation Intel Xeon processor. Intel also describes some processing capacity as being capable of running closer to where data is generated, a concept it refers to as edge computing.

Security is handled through an AI-based system called GuardTower, which Tradewinds says runs on Xeon. Tradewinds Chief Technology Officer and founder Keith Alexis said the model is designed to “aggregate services and delivery” while staying self-sustaining, with revenue shared back with the community to support ongoing operations and user growth. Intel’s principal engineer Vijay Kesavan similarly argued that placing off-the-shelf Xeon processors directly in the towers and city facilities makes the network “scalable, modular” and capable of processing information faster and with less power than cloud-heavy architectures.

The affordability piece is tied to how residents and businesses access the service. Intel says qualifying low-income households receive free internet access through a home modem that wirelessly links to the nearest neighborhood tower. Other residents can opt in for $15 per month, and local businesses can access the network for $39 per month, which Intel characterizes as below the pricing offered by commercial carriers. In the early rollout, Intel reports that as of May 2026 about 60 households are using the service, and organizers expect the network to reach 10,000 households after construction finishes in mid-2027.

Intel and its partners say the technical foundation is also meant to support future municipal upgrades. Kesavan told Intel that cities can “snap” in new services using the same Xeon-based infrastructure, citing potential applications such as smart street lighting, air quality or traffic sensing, and water utility leak detection. Intel also frames the effort as part of a broader shift toward “6G future” readiness, though the Bellflower announcement itself focuses on a 5G-adjacent wireless deployment and edge-computing approach.

Still, some details are not disclosed in the Intel account. The newsroom release does not spell out spectrum licensing, service-level targets (such as throughput or latency), or the specific governance terms of the revenue-sharing contract beyond its existence and the initial funding split. It also does not provide independent performance results from third parties, and it does not quantify how much GuardTower reduces specific security risks in operational terms. As with any broadband buildout, the year-long timeline described by organizers could also be affected by permitting, logistics, and equipment delivery.

For now, the near-term watch items are scale and repeatability. Intel says Bellflower Connect is planned to be replicated in additional U.S. cities under 150,000 people, with a target of expanding to 50 cities over the next few years. Intel also says Wrightsville, Arkansas, is scheduled to begin Phase 1 this summer, while eight more U.S. cities are working through design review and approvals. If adoption grows to projected household levels and the model proves durable financially, the network could become a reference case for other municipalities looking for alternatives to expensive, cloud-dependent connectivity.
