In an interview published June 29, former national security adviser and 2015 Iran nuclear deal negotiator Jake Sullivan discussed how U.S. and Iranian actions in the Gulf are shaping a tougher, more transactional phase of diplomacy and escalation-control.
U.S.-Iran diplomacy is entering what a former senior negotiator described as a “new normal” phase, as ceasefire efforts proceed alongside renewed military strikes by both the United States and Iran, according to an interview aired June 29 by NPR. The interview, conducted by NPR’s Leila Fadel, features Jake Sullivan, a former national security adviser and a member of the team that helped negotiate the 2015 Iran nuclear deal.
Fadel asked Sullivan about what the United States and Iran are effectively indicating to each other as talks move forward while additional attacks occur. The discussion centers on how ceasefire negotiations are taking place amid a continuing pattern of tit-for-tat strikes, which Sullivan characterized as a condition that makes risk management and communication between the two sides central to avoiding broader conflict.
Sullivan, who served as a national security adviser in the Obama administration and was a principal figure in the 2015 nuclear negotiations, was asked specifically about the practical day-to-day meaning of a “new normal” in the Gulf. In the interview, he described how each side’s actions can both constrain and shape the negotiation environment, affecting what kinds of commitments are feasible and what kinds of military steps the parties appear willing to take while talks are underway.
The NPR interview also places the ceasefire discussions in the context of “new strikes” by the United States and Iran, reflecting an environment in which diplomacy and coercive pressure are moving in parallel rather than sequentially. Fadel’s questions focus on how this approach changes the incentives for compliance and restraint, including how escalation control becomes intertwined with negotiation milestones.
While the interview discusses the broader diplomatic frame, it does not suggest that the ceasefire process is straightforward or insulated from battlefield developments. Instead, it highlights the likelihood that diplomacy will be judged against ongoing security events, as military actions continue to occur during talks.
Sullivan’s assessment, as presented by NPR, underscores that the United States and Iran are operating with a reduced appetite for a return to earlier, comprehensive arrangements, and with a greater focus on managing immediate risks. The “new normal” framing points to a period in which ceasefire negotiations must contend with repeated shocks that can alter the bargaining posture.
NPR reported the interview as part of its coverage of the latest Gulf flare-ups, linking the “new normal” question to the continuing interaction between ceasefire diplomacy and renewed strikes. The next key development, according to the structure of the interview, will be whether the parties can sustain restraint and negotiation momentum in the face of recurring attacks.
As negotiations continue, the public and safety impact will depend on whether communications and de-escalation mechanisms prevent local incidents from broadening, and whether any ceasefire arrangement can be implemented in a way that holds through repeated episodes of military activity.
