John Cowan projected to win GOP primary runoff for Georgia’s 11th House district seat

The neurosurgeon is set to replace retiring Rep. Barry Loudermilk (R-Ga.) after a runoff against Rob Adkerson, The Hill reported, citing Decision Desk HQ projections.

Republican John Cowan is projected to defeat Rob Adkerson in the GOP primary runoff for Georgia’s 11th Congressional District seat, setting up Cowan to advance to the general election to succeed retiring Rep. Barry Loudermilk (R-Ga.), according to Decision Desk HQ projections reported by The Hill.

The runoff followed a contested Republican primary in which both Cowan and Adkerson secured enough support to move into the second round. The Hill reported that Cowan and Adkerson each advanced from the earlier field before the runoff.

Cowan, a neurosurgeon, previously sought the House in a neighboring Georgia district, running unsuccessfully in 2020 against former Rep. Marjorie Taylor Greene (R). The Hill said Adkerson is the former chief of staff for Loudermilk.

The contest has centered on the nomination for a seat that will be open because Loudermilk is retiring rather than seeking re-election. That makes the GOP primary runoff the key partisan contest in a district that is expected to be decided by the Republican nominee.

A Cowan victory in the runoff would place him in position to represent the district in the general election, while Adkerson would end his bid for the nomination. Neither the projection nor the campaign histories cited by The Hill establish the winner with final canvass or certification results.

The Hill’s reporting identified the runoff result as a projection rather than a certified outcome, meaning the result could be subject to later official confirmation by Georgia’s election authorities. The general election timetable and deadlines would follow Georgia’s certification and filing processes for the ballot.

If Cowan is confirmed as the GOP nominee, his entry into the race would shift the open-seat dynamics for federal policy debates that often concentrate on issues handled by the House, including enforcement and public safety legislation, tax and spending priorities, and oversight of federal agencies.

Why It Matters

  • The decision in the GOP runoff determines who will represent the district in the general election for an open House seat.
  • Because the outcome was reported as a projection, official certification by Georgia election authorities remains the final step for confirming the nominee.
  • The new nominee could shape House priorities through participation in committees and votes affecting federal enforcement, spending, and regulatory decisions tied to the House’s legislative role.
  • Open-seat transitions can affect district-based relationships with federal agencies and oversight efforts during the first months of a new member’s term.
