Major League Baseball and the MLB Players Association met again to negotiate the next collective bargaining agreement, with the league presenting major changes to how amateur players are acquired, including shortening the draft and altering high-school eligibility.
Major League Baseball and the MLB Players Association met Thursday in continued negotiations for the next collective bargaining agreement, and the league’s latest proposal would reshape the sport’s amateur talent pipeline. According to CBS Sports, MLB floated sweeping adjustments to the draft process, including a plan that would shorten the draft and eliminate high school eligibility.
The proposal also centers on how signing bonuses would be structured. CBS Sports reported that MLB wants signing bonuses tied to a hard slot value, a shift that would change the current economic incentives for teams and prospects during the drafting and negotiation period. In addition, MLB reportedly put forward the concept of an international draft, aiming to formalize and unify parts of the player acquisition system that have historically operated under different rules in domestic and international markets.
For context, the MLB draft has long been one of the primary competitive levers in roster building, allowing clubs to distribute new amateur talent through a regulated annual process. Changes to eligibility and bonus structures would affect not only where and when players can enter the system, but also how teams evaluate risk and development timelines, since teams would be operating under different constraints once players become eligible and once compensation is determined.
An international draft proposal would also carry significant implications for how MLB’s teams scout and sign players from outside the United States and Canada. While baseball’s international acquisition system has been governed by distinct sign-and-contract rules, bringing an international draft under a single, more centralized framework would be a major policy shift, one that would likely draw intense debate from the union and from clubs that have invested heavily in international scouting and academy-style development.
The reported proposal arrives during a period when the league and union are working toward renewal terms that affect far more than amateur rules. Draft and bonus frameworks influence the broader labor relationship because they connect team-building costs, prospect earning opportunities, and the long-term balance of competitive advantage. Removing high school eligibility, in particular, would shift leverage away from the point when many elite players enter the professional track, potentially pushing more decisions later in a player’s development.
Still, the details matter, and Thursday’s reporting reflects the league’s proposal rather than any agreement. No final terms were reported as agreed upon in the CBS Sports account, and the union’s response is not described in the material provided. As negotiations continue, the key question will be whether MLB’s package is narrowed, modified, or paired with other concessions that address union priorities, such as education pathways, compensation protections, and the mechanisms of player entry.
What to watch next is whether future sessions produce counterproposals or compromise language on three fronts: draft length, eligibility rules for high school prospects, and the mechanics of signing bonuses under slot-based constraints. The outcome will shape the next generation of amateur acquisition, and any transition plan, if one is negotiated, could determine how quickly teams and prospects are affected by the new system.
