As Major League Baseball and the MLB Players Association continue negotiating a new collective bargaining agreement, MLB has delivered a second installment of its offer, addressing how international signing and the amateur draft would work under the league’s broader financial model.
Major League Baseball continued its collective bargaining process with a new proposal aimed at moving negotiations forward with the MLB Players Association. According to reporting from Yahoo Sports on Thursday, MLB sent a second part of its overall plan to the union, and it did so in an addendum that focuses specifically on international player matters and the domestic draft.
The latest exchange builds on what MLB outlined earlier in the bargaining process. In that first step, MLB proposed a “hard” salary cap and a “hard” salary floor, a framework that would fundamentally reshape how teams manage payroll and how spending relates to revenue distribution. Thursday’s addendum, as described in the report, is where MLB turned to specific rules affecting how new talent enters the sport from both the international and U.S. amateur pipelines.
International signings and the structure of the draft are often central in CBA negotiations because they influence competitive balance, team-building timelines, and the economics of scouting and development. While Thursday’s reported addendum did not change the broad fact that MLB is pursuing a cap-and-floor model, the league’s choice to pair that model with draft and international mechanisms underscores that MLB is trying to address both the “pay” side and the “talent supply” side of the bargaining equation.
For the union, draft eligibility, signing rules, and international rules are typically linked to player compensation and the long-term earning opportunities for prospects. The report characterizes Thursday’s move as another step in the bargaining sequence and notes that the league’s proposal is being met with an MLBPA response as talks progress. Even when the parties agree in principle on financial constraints, details around amateur entry and player pathways can become the difference between a framework that can be ratified and one that stalls.
The collective bargaining agreement governs more than payroll. It sets the rules that determine how teams spend, how players are acquired and developed, and how labor peace is managed through contract terms, arbitration concepts, and other employment-related structures. That is why an addendum that targets the draft and international signing is likely to carry heavy weight with both sides, particularly as the sport moves closer to any deadline-driven milestones that come with extended negotiations.
It also matters that this is presented as a “second part” of MLB’s proposal rather than a minor clarification. Negotiating teams often sequence their offers to show they are responsive on specific issue clusters. Here, MLB appears to be sequencing its financial foundation first and then moving into the rules that affect where players come from, including the domestic draft and international pipeline. How MLBGA members react to that sequencing is likely to influence what comes next, including whether MLBPA pushes for changes that soften the draft and international components or instead focuses on how a cap-and-floor model would be implemented in practice.
For fans and for teams, the immediate next question is not only what MLB proposed, but what the MLBPA’s counter is. Bargaining at this stage tends to be measured in revisions: the parties test the boundaries of what is acceptable, then exchange edits that either narrow disagreements or widen them. If MLB can keep aligning its financial model with draft and international mechanics, it may be positioning the talks for a more integrated deal. If the union challenges those pieces, it could set up a longer fight over the same two pillars.
