THE APEX TIMES
The measure would allow states to keep daylight saving time year-round, after clearing the House Rules Committee on a 6-4 vote. President Donald Trump’s support is cited by bill backers as the push heads for a wider House consideration.
A Trump-backed bill to make Daylight Saving Time permanent cleared a key procedural hurdle in the House, according to a report published July 14. The proposal advanced out of the House Rules Committee on a 6-4 vote, setting up the legislation for consideration by the full House of Representatives, where the next vote would determine whether it can move further in the legislative process.
The bill, as described in the report, would give states a pathway to opt into year-round Daylight Saving Time, rather than maintaining the twice-annual clock changes used under the current federal framework. Advocates argue that the change would reduce disruptions associated with switching clocks and provide a consistent schedule for communities that choose to participate.
President Donald Trump is cited by the report as supporting the effort, a factor that backers say helped maintain momentum behind the measure during the committee process. The report frames the Rules Committee vote as the critical step that brings the bill closer to the House floor, where members would decide whether to set broader policy at the national level or allow state-level flexibility.
The Rules Committee role is often described as a gatekeeping step for legislation heading to the floor. Clearing the committee does not by itself enact policy, but it can determine how a bill is considered, including whether it advances under a structured rule and what amendments, if any, may be offered by members.
While the report characterizes the push as bipartisan, it also indicates the committee vote was not unanimous, with the 6-4 margin suggesting a split among committee members. The practical effect depends on the bill’s final text and how Congress structures the authority it would provide to states to implement year-round timekeeping.
If the House takes up the measure and approves it, the next stage would depend on whether the bill is sent to the Senate and, if so, whether Senate leadership chooses to move it through that chamber’s procedures. The report does not provide details on the bill’s Senate prospects or timeline, but it indicates the committee clearance is designed to place the legislation on a faster track toward a full-chamber vote.
At the state level, the proposal’s stated aim is to let states “lock in” year-round Daylight Saving Time if they choose. That approach would shift the policy decision toward state governments, meaning the impact would likely vary by jurisdiction depending on what states enact once Congress establishes the framework and any conditions for participation.
