AMC Leaders Highlight Contracting Reforms Driving Army Modernization

REDSTONE ARSENAL, Ala. - As modern warfare evolves at breakneck speed, the Army is reshaping its acquisition and contracting enterprise to ensure warfighters receive critical capabilities at the point of need.

During an Army Materiel Command major subordinate command update, senior leaders highlighted how acquisition reform, decentralized decision-making, and rapid contracting mechanisms directly power combat readiness across the sustainment enterprise.

Lt. Gen. Gavin Lawrence, AMC deputy commanding general and acting commander, emphasized that contracting and acquisition professionals are foundational to the command’s overarching strategic lines of effort.

“We really can’t get to the end states that we’re trying to achieve without the Herculean work that’s being done,” Lawrence said. “In terms of delivering ready combat formations, reimagining the organic industrial base, enhancing the soldier experience, this command plays an integral part in that. Readiness begins and ends with a contract.”

To meet operational demands, Army Contracting Command is leveraging innovative tools - including Other Transaction Authorities, Commercial Solutions Openings, and digital marketplaces - to cut lead times and expand industrial capacity. Initiatives like "Project Integration/The PIT" embed contracting officers and program managers directly alongside operational units, enabling rapid fielding of agile, commercial technology in days rather than years.

Reinforcing the push for enterprise agility, the Hon. Brent Ingraham, Assistant Secretary of the Army (Acquisition, Logistics and Technology), addressed the ACC workforce on the necessity of moving faster while maintaining disciplined stewardship.

“The problem is not simply whether we can buy the right capability, it’s whether we can recognize the change, make a decision, and deliver it before that problem changes,” Ingraham said, noting that contracting strategists must be integrated at the start of operational requirements rather than acting as a final administrative step.

Through ongoing reforms - such as modernizing regulatory clauses, shifting toward enterprise licensing, and decentralizing approval thresholds - AMC and its acquisition partners are actively breaking down friction.

For the broader sustainment workforce, these modern contracting trends provide the speed, flexibility, and supply chain depth needed to keep Army formations lethal, responsive, and ready for multi-domain operations worldwide.
